§ 13-7. Access to records.

Vessels, their owners, agents and masters and all other users of the facilities shall be required to permit access to an inspection of manifests of cargo, railroad documents, and all other documents for the purpose of auditing and ascertaining the correctness of reports filed, or securing necessary data to permit correct estimate of charges.
