§ 19-2. Purpose.

The fact that drilling and operating oil and gas wells within the city limits is directly related to the lives, property, health, safety and convenience of the people of this city, and the fact that the drilling and operation of oil and gas wells within the city limits makes regulation thereof necessary and desirable in order to protect lives, property, the public welfare and the general welfare of the city, each singularly and collectively constitute the reasons, need and purposes for which this chapter is adopted and enacted.
